A Minecraft server is launched with a command like java -Xms1G -Xmx4G -jar server.jar nogui. The start file holds that command and decides what happens when the server stops, so you can bring it up with a double click or a single line. -Xms is the initial and -Xmx the maximum heap size.
Do not give the whole machine to the game. Leave room for the operating system, plugins and file cache; otherwise the process is killed when the system runs out of memory and the server drops without warning. Measuring your real usage and raising the value gradually is safer than starting high.
The file will not run on Linux: give the .sh file execute permission. The server starts then stops: usually the EULA was not accepted, or the jar name is wrong. The jar never starts: use the Java version your server version expects; newer jars will not start on older Java.
It generates a start script from your memory allocation, Java command, server JAR filename and operating system. It does not provide Minecraft server files or install Java.
